Transport and mobility
Dispatch, routing and condition monitoring: what holds in transport and where driver data and safety functions draw the line.
What this is about
| Task | Classification |
|---|---|
| Route planning and dispatch | unproblematic |
| Predicting arrival times | unproblematic |
| Load and capacity planning | unproblematic |
| Monitoring vehicle condition | unproblematic |
| Assessing damage photos | limited |
| Rating driving behaviour per person | high, employment context |
| Assistance or safety function in the vehicle | high risk, product law |
The tasks that hold
- 01
Predict arrival time
From distance, time of day, weather and experience. More accurate than a rule of thumb and directly usable for notification and dock planning.
- 02
Plan capacity
Estimate volume and weight from order data before the load is built.
- 03
Condition monitoring
Detect wear from telematics data before it becomes a breakdown.
- 04
Damage documentation
Assess handover photos automatically and compare against the prior state. See Object detection.
What has to be settled first
- A works agreement or council involvement before telematics data is analysed with a personal reference.
- Purpose limitation in writing: maintenance is a different purpose from performance assessment, and the data must not drift silently between them.
- Fix the level of aggregation. Per vehicle is usually enough; per person rarely necessary.
- Driving and rest times remain a legal question, not an optimisation variable.
Two regulatory lines
| Where deployed | Regime | Consequence |
|---|---|---|
| In the office, dispatch and planning | AI Act, general duties | Transparency, oversight |
| In the vehicle, safety relevant | AI Act Annex I plus product law | Conformity assessment, longer deadlines |
| Traffic control as critical infrastructure | AI Act Annex III | Full high-risk duties |
| Assessing employees | AI Act Annex III, employment | Full high-risk duties |
The second row gets overlooked regularly. A system that is part of a product follows product regulation with its conformity assessment. The route via a simple deployer declaration is not open there.
Telematics and employee data
- A separate legal basis per purpose, with a balancing test where it rests on legitimate interests.
- Continuous location tracking is a deep intrusion and needs more than an operational interest in efficiency.
- No rankings of individuals from driving data without an express basis and without involving the representative body.
- For automated consequences affecting employees, examine Art. 22 GDPR, see Legal bases.
Metrics in operation
| Metric | Why it counts |
|---|---|
| Arrival forecast error in minutes | The direct benefit |
| Share of shipments notified correctly | Effect at the receiving end |
| Unplanned breakdowns per vehicle per year | Effect of condition monitoring |
| Share of damage detected at handover | Effect of image analysis |
| Empty kilometres | The objective dispatch has to be measured against |
